Recommendation (freshness/signal): add a rehash-revive path — when the rehash gate suppresses a story with materiality ≥80 whose primary ticker's verdict at classification time is FRESH (|since| < FRESH_MAX_SINCE_CLOSE_PCT=1.0, threshold_constants), re-emit the alert once per cluster per day, journaled "rehash-revived". Evidence: rehash_gated_material mat-90 Ternus rows vs the -$50.6 AAPL short complex and the PRICED-late 14:50 alert. Oscillation check: my unshipped 08-24/25/28 recap-cap recs push dedup the other way; this is complementary, not reversal — the FRESH-tape condition keeps stale recaps on already-moved (PRICED) tapes suppressed, and today's loss is the first realized cost of over-dedup rather than under-dedup.
